The company you drive for.
D.O.T.
DMV
Police
Sheriff
Highway Patrol
CDL Medical card Doctor
all have the power......

Insurance company in the event of an accident.

if independant contractor all of the above....
if owner operator all of the above.....

your cdl is your "privelage" to drive trucks and vehicles respect it or lose it....
