Trucker lingo puzzle

I've been all over the Web trying to find out what "dispatch skulls" are.

A C&W / Rock group called BR5-49 wrote a song called "18 Wheels and a Crowbar" in that song there's a line that says "I torqued my load but the open road slipped a ridge at the dispatch skulls"
Can you shed any light on this?

Sounds maybe like he is a flat bed driver, torqued his straps or chains down but dispatch empty headed idiots didn't tell him about a ridge or road condition of some kind. I dunno just throwin that out there
