Route specific over weight violations

If a driver is issued a citation for being overweight on a particular route, and the company is listed as the defendant. Where does the actual liability fall?
The driver's info is not any where on the citation it only shows the company and company dot number.
As far as legal determination, is it the driver or companies responsibility to pay the fine?
