Is it legal for a TRUCKING CO. to fine a owner operator for late paper work, log book mistakes or blown tires ( recaps fallen apart)

I am an owner operator and this co. Is I work for fines us 100 dollars if we go to DOT inspection and the truck does'nt pass inspection.


On the tires issue I pull containers out of the Railroad most tires are recap we don't know how many times and if they blow up during the time of delivery the trucking company charges the owner operator.

I could understand if I hit a curb or ran over something obvious.

Also if they find any issue with log book the fine us is this legal?
