If my company loads a truck over the trucks weight limit, they leave who is held responsbile

We load trucks with salt, if the truck is weighted for 1 ton and we load 2 ton, they leave and are in an accident who can be held responsible

You, the driver are responsible, you get the load weighed, it's too heavy, at that point you need to contact dispatch and let them know the load is over weight and you need salt removed or you cannot take it on the road. If dispatch or bosses say no, they are in the wrong and want to put you in the wrong. They will not take the blame is you get stopped and put out of service, they know the law, they will blame you for taking out a over weight load.
