Dot ticket for a flat

Dot pulled me in for an inspection 20 miles from where I picked my trailer up. He done the inspection and found the trailer had a flat. He asked me if I had a way to air it up and I aired it up and it was holding air. The ticket is $245.00. Is there a way to get out of it
