Can you be put out of service for a warning

So I was pulled over and they did a level to inspection I had trouble with turn signals which I fixed on site but I was given a warning and was told I was going I was put out of service can they do that

Not sure on that one. Doesnt seem like it, if you got the light working. Does it indicate you're out of service on the warning ticket?
