Can an 18 year old get a CDL in California?

My son is 18 and we live in California. Does he have to carry a regular license or can he just apply for a CDL as tge first license?

Some states let you get a CDL at 18. You just are not legal to drive a commercial vehicle out of state until you are 21.Is worth checking..

Unless there is a loop hole I don't know about you have to be 21 to receive a CDL
