The driver is. HOWEVER,I was weighed by mobile before getting to a scale. I got a ticket. I went back and had it adjusted. It was worked out that the shipper had to pay.

Driver is responsible since driver loaded and driver is going down the highway. (and driver got caught) That's why driver needs to weigh the load prior to moving down the highway. If overweight, go back to shipper and have them make it right. Good luck Jimmy
