Driverless Trucks Just Got One Step Closer to California Highways — Should Truckers Be Worried?

California just opened another door for autonomous trucking, and if you make your living behind the wheel, this is a story worth watching.
The state has adopted new rules allowing manufacturers to test and eventually deploy heavy-duty autonomous vehicles on California roads, including trucks weighing more than 10,001 pounds. The California DMV says the new rules create a framework for testing and deployment while adding safety, reporting and oversight requirements.
And that means the driverless-truck debate just moved another step closer to where truckers actually work:
The highway.
Kodiak wants to take autonomous trucks onto California roads
Kodiak AI is one of the companies pushing aggressively into autonomous freight.
The company's Kodiak Driver system is already being used in driverless commercial operations in other parts of the country. Kodiak reported more than 23,500 cumulative hours of paid driverless operations as of March 31, 2026.
Now California is becoming another important piece of the puzzle.
The state's new rules allow autonomous heavy-duty vehicles to enter the testing and deployment process after obtaining the required permits.
That's a big change.
California had previously restricted driverless heavy-duty trucks. The new regulatory framework removes that barrier and creates a pathway for autonomous freight operations.
But don't start cleaning out your truck just yet
Here's where the headlines can get a little carried away.
California allowing autonomous trucks doesn't mean thousands of driverless semis are suddenly replacing truckers tomorrow.
There are still testing requirements, permitting requirements and safety requirements.
The DMV says manufacturers must meet the state's rules before testing or deploying autonomous heavy-duty vehicles.
California is also requiring additional reporting and oversight surrounding autonomous vehicle operations.
So this isn't:
“Robot trucks are here. Drivers are finished.”
It's more like:
“The road to driverless trucking just got a whole lot wider.”
And here's the part truckers should pay attention to
Autonomous trucking companies aren't trying to prove that a computer can drive around an empty parking lot.
They're trying to prove that a truck can move freight safely, efficiently and repeatedly in the real world.
That's a completely different challenge.
Think about what a truck encounters during a normal trip:
A four-wheeler cuts across three lanes.
Somebody slams on the brakes in front of you.
Construction suddenly moves traffic into another lane.
There's debris in the road.
A tire blows out.
Weather changes.
Traffic backs up.
An emergency vehicle comes flying through.
Somebody does something so stupid you wouldn't believe it if you hadn't seen it yourself.
That's the real test.
Can the computer handle the stuff that wasn't in the training manual?
California is already a giant autonomous testing laboratory
Autonomous vehicle testing isn't new in California.
The California DMV reported that autonomous-vehicle permit holders collectively drove more than 9 million test miles on California public roads during the December 2024-November 2025 reporting period. Those reports also track situations where a safety driver had to take control because of a technical failure or other concern.
That's important because autonomous trucking isn't being developed in a vacuum.
Companies are gathering enormous amounts of real-world driving data.
And every unusual situation becomes another problem engineers can try to solve.
But what happens to truck-driving jobs?
This is where the conversation gets uncomfortable.
The companies developing autonomous trucks generally argue that the technology can improve
safety, increase truck utilization and reduce transportation costs.
Kodiak, for example, says driverless trucks could improve safety, increase utilization, reduce costs and help address supply-chain pressures.
That's the corporate argument.
But a truck driver might hear something different:
“If the truck doesn't need me, why would the company keep paying me?”
That's not an unreasonable question.
And it's one that the trucking industry needs to answer honestly.
Because even if autonomous trucks don't eliminate every driving job, they could change what a trucking job looks like.
Some drivers might eventually transition into remote operations, safety support, maintenance, terminals, recovery or other roles.
Others may find themselves competing with technology for certain types of freight.
Nobody knows exactly how quickly that transition will happen.
But pretending it isn't coming would be a mistake.
There's another side to the story
Here's something the anti-autonomous crowd sometimes misses.
Trucking has a driver shortage problem.
If autonomous technology eventually handles certain long, repetitive highway segments, companies could potentially use human drivers where human judgment is most valuable.
That could create a different trucking model.
Imagine a truck being loaded at a terminal, traveling autonomously across a long highway corridor, then being handled by a human driver for complicated local deliveries.
That's very different from replacing every trucker with a robot.
And California's rules don't establish that particular business model. That's an example of how the industry could evolve, not a prediction of what will happen.
Safety is the million-dollar question
Here's where truckers have every right to be skeptical.
Nobody should accept the argument:
“The computer is safer because we said so.”
Show us the data.
Show us the testing.
Show us what happens when something goes wrong.
Show us how emergency responders deal with a driverless 80,000-pound truck.
And show us what happens when the technology encounters something it wasn't expecting.
California's new regulations specifically increase oversight, safety requirements and reporting for autonomous vehicles, including heavy-duty vehicles.
That's a good thing.
Because if autonomous trucks are going to share the highway with regular drivers, trust has to be earned.
The bottom line
Driverless trucking isn't a science-fiction story anymore.
It's becoming a real transportation technology with real trucks, real freight and real highway testing.
California's new rules give companies another pathway to test and eventually deploy autonomous heavy-duty vehicles on public roads.
But don't confuse permission to develop the technology with mass replacement of truck drivers.
We're not there yet.
The bigger question is where this technology goes from here.
Will autonomous trucks make highways safer?
Will they reduce transportation costs?
Will they create new jobs?
Will they eliminate some driving jobs?
Or will trucking eventually become a hybrid industry where humans and autonomous systems work together?
That's the conversation truckers should be having right now.
Because whether you love autonomous trucks, hate them, or aren't sure yet, one thing is becoming pretty obvious:
The driverless-truck experiment isn't coming someday. It's already underway.
