Why is my fuel milage so bad and why is my pulling power so weak? I bought the truck 2 weeks ago. Is there a chance that it was electronically tuned down by a previous company that owned the truck?

Reasons a Truck can be weak

It could be turned down yes.

It also could have bad turbo (and issue I had)
It could have a bad fuel injector
(another issue I've had)
Clogged air filter
Clogged fuel filter
It could have a computer issue.

Poor alignment could affect fuel mileage.
Improper tire inflation could affect fuel mileage. However alignment and inflation issues will also result in abnormal wear on the tire. So you can see signs if this is an issue.

Best thing to do is take it to a shop and have them put it on a computer.
