Is it legal for him to keep my last check for damage to the truck?

I would talk to someone higher up chain of command.

I would contact a lawyer if I were you to see if legal If I couldnt get it resolved.

A twitter complaint and news story might also help. If you cant get them to change their actions come back at state their name.

Thats very lame for them to do.
