Can an offender get their own authority?

Can a registered offender obtain their own authority to operate as a interstate carrier. If so, will they be able to acquire liability and load insurance even though???

so if you dont want a bunch of headaches look for another career. Sex offenders must register in any state they are living in and you will need an interstate compact agreement with each state you drive in and some require you to notify them when your there, as soon as you are there, some states make you use a placard while in their state, and some states will reject you all together....so the odds of you being able to use your own authority with out a bunch of problems is greater than it is worth...
